The expression 'direct municipal initiative of cooperation for development' is understood as taking in all the actions for development and in favour of solidarity which are directly and exclusively carried out by the Barcelona City Council.
Therefore, and from the point of view of the cycle of the project or programme (identification, production and formulation, planning of phases, realisation, follow-up and evaluation of results and impact), the City Council is exclusively responsible for all and each of the phases of this cycle, except in the cases in which some part of this cycle may have been arranged in conjunction with other bodies.
Direct cooperation can be carried out through the following programmes:
- Multilateral Programmes, particularly peace construction and post-armed conflict reconstruction programmes, as well as those based on supporting municipalism, the Government and local democracy, as well as the entrepreneur capacity of the cities.
- Direct cooperation through agreements with particular cities and/or through networks of cities.
- Awareness raising programme, promotion of solidarity amongst citizens and education for development”.

Multilateral projects are those in which the city of Barcelona participates, either within the frame of the United Nations international organisms or within the frame of the city's international organisations such as "Cities and Local Governments United". Multilateral projects include healthcare, culture, peace construction and post-armed conflict reconstruction projects, those supporting municipalism, Government and local democracy, and the entrepreneur capacity of the cities.
One of the fundamental objectives of the Barcelona City Council, through de International Cooperation Management, is to raise awareness amongst citizens in order to promote a conscience of cooperation and solidarity between nations and peoples, as well as improving the information available to citizens with regards to the international cooperation projects developed or funded by the Barcelona City Council.
Since 1992, when Barcelona committed itself to Sarajevo, until today, the City Council has destined important economical and human resources to spread, deepen and promote a city culture based on peace, respect for the human rights of all human beings in any part of the world, and based on the right of all nations and peoples to an integral and sustainable development. For this reason, Barcelona City Council has been supporting international campaigns and local initiatives with the aim of creating a citizen culture based on solidarity.
