• Improve the conditions of youth associations in Nablus.
• Involve youth organisations in Barcelona in youth cooperation projects.
• Consolidate and empower the Nablus Youth Council in creating a network of youth associations, provide better training for youth association members and encourage networking between Barcelona and Nablus organisations.

1. The signing of a twinning agreement between the two Youth Councils.
2. Training actions have been specified and a calendar established.
3. Members of the NYC and its associations are better trained in running and developing their associations.
4. Joint projects involving youth organisations from both cities have been set up.

1. Implementing a multiple twinning arrangement between the Nablus and Barcelona Youth Councils and member organisations of both councils.
2. Specific training on subjects relating to youth associations.
3. Helping the NYC with its structure and communication.

In 2006 two visits were organised to Nablus, one in June and the other in November.

The first was a training visit, involving two representatives of the Barcelona Youth Council (BYC) and four representatives of member associations, to offer training on youth association matters (communication, participation, promoting associations and international youth exchanges). This training was in response to a specific request from Nablus Youth Council (NYC) member associations.

The second visit took place between 2 and 7 November and eight representatives of BYC member associations took part. Nine twinning arrangements were signed between organisations in Nablus and Barcelona, the first step towards starting some joint projects in the future.

These agreements form part of the twinning arrangement between the two youth councils, signed on 3 April, 2006. It is expected that representatives of the Palestinian organisations that signed the twinning arrangements with Barcelona organisations will be able to visit our city in April 2007 for the 3rd Meeting of Euro-Med Youth and Cooperation Organisations. This visit should help to strengthen relations between associations in the two cities, as well as between the two youth councils.

Two working visits took place in 2007 and in 2008, besides the exchanges, elections were held to the Nablus Youth Council and an agreement was reached between the NYC Nablus City Council based on the Barcelona model. More exchanges between Barcelona and Nablus youth organisations will be taking place in 2009.
