General objective

The city of Puebla covers 524.31 km² and has a population of 1,346,916 inhabitants, of whom 702,436 are women. It is estimated that 21.5% of women suffer some form of violence, which means the potential demand for care and assistance is estimated at 151,023 women.

It should be borne in mind that the community is an indirect beneficiary, as the intervention work is given to families as a social nucleus.

Results
  • Puebla having three municipal agencies which combine detection, prevention, assistance and intervention, through primary attention modules, an integrated centre for women and a refuge for women victims of domestic violence.
  • Puebla having a comprehensive programme for dealing with domestic violence, including, apart from detection, prevention, assistance and intervention, training courses aimed at professionals working in domestic violence programmes.
Principal actions
  • Offering information and advice on domestic-violence related matters through the creation of Primary Care and Attention Modules.
  • Providing psychological, legal and medical support to women victims of any kind of abuse through the setting up of an integrated centre for women.
  • Setting up a temporary refuge for women victims of domestic violence. Launching a campaign to raise awareness of domestic violence so as to promote a culture of respect between men and women.
  • Organising exchange visits between Barcelona and Puebla to learn about different experiences of conducting programmes against domestic violence.
Memory

February 2006: Puebla City Council requested collaboration in dealing with domestic violence, seeing as Barcelona's City Council has experience in this area.

June 2006: three family-development staff members from the Puebla de Zaragoza City Council's Comprehensive Family Development System (DIF) visited Barcelona. This visit enabled them to learn about the situation, the policies, their implementation and the criteria for action in Barcelona. They were also taken round various Barcelona care and assistance centres. The Puebla council delegation explained the DIF programme, as well as the aims and the actions that were started in February 2005. Finally, advice was given on various points and aspects of the programme. - September 2006: A grant of ?20,000 was awarded for developing awareness-raising material aimed at the general public.

January 2007: Technical assistance for Puebla. An audit was made of the Puebla City Council DIF domestic violence prevention and assistance model. Visits were made to different services and the details of cooperation on training matters with two Puebla city universities were settled.
