General objective
Support the economic development of the Sarajevo Economic Region with the creation of new enterprises in different sectors.
Results

Memory
During the recent conflict that occurred between 1992-1995 in Bosnia and Herzegovina (BiH), the population suffered a severe deterioration in living conditions and plenty of housing, infrastructure and industrial sites were destroyed. Although the Government of BiH and the international community have devoted much effort to rebuild and boost economic development, damages caused by the war in infrastructure and in large enterprises, as well as the destruction of the networks trade, are making it very difficult to revive the economy and employment generation in the area. While the area of Sarajevo is in a better economic development than the rest of the country, even far from the standards developed before the war, now in a region that was economically strong, stable and strong networks with internal and external trade .

The region had a wide range of large companies, mainly pharmaceutical, food, automobile, tobacco and engineering. To give an impetus to economic development, the international community, primarily the European Union Delegation in Sarajevo and the Economic Department of the Office of the High Representative (OHR), promoted the creation of economic regions in BiH as European model. These regions do not always coincide with the political and administrative division of the country and respond to mutual interests of agencies and institutions involved in economic and social development of those with expressed willingness to work and collaborate in the same direction.

Currently there are five agencies which have been consolidated as a catalyst for regional economic development process in BiH, and tools to support economic regeneration, job creation and infrastructure development in different regions. Are key players in developing and implementing economic development strategies at the regional level, responsible for coordinating the actions implemented in the area and for the strengthening of horizontal links, often weak. It also creates an institutional framework for the various initiatives and ensure that, even for actions in various fields of activity, maintain common objectives agreed with stakeholders and partners included in the Strategy for Regional Development. In May 2003, established the Development Agency of the Sarajevo Economic Region (hereinafter Serda) by Canton Sarajevo, the City of East Sarajevo and twenty municipalities in the Federation BiH and RS. Integration processes in 32 municipalities in the Sarajevo region and access for the City of Sarajevo have been completed this year and Serda at present has 35 members. Serda has expanded its area of operation and the project portfolio, finding it difficult to cope with the changes that are taking place.

In this context, it was considered appropriate to respond to the need to strengthen Serda in a pivotal moment in its expansion and consolidation, in order to thus be able to provide coverage and response to new initiatives and projects of different nature and scope that may arise in the region and promote and strengthen existing contacts with the various key development in the region of Sarajevo. In 2007 and 2008 there have been two training sessions in Barcelona on promoting economic development and promotion of the business and the experience of Spain in European funding over the period of pre-EU accession. 2009 will continue this training, this time in Sarajevo, with the following subjects:
  • Experiences of Spanish institutions in the management of European funds. Pre-access and access to structural and cohesion funds.
  • Methodology and techniques of lobbying and networking.
  • Preparation of projects and proposals. Highlights and experiences and practical examples.
  • Experience of creation and assistance to SMEs.
  • Vocational training and employment generation.
