The 1st Barcelona Strategic Plan for Culture was defined over the course of 1998 and approved in May 1999. New Accents 2006 is the name given to the revision and updating of the aforementioned plan, which has sprung from players directly or indirectly linked to culture debating and sharing different ideas, needs and future projects.
